Functions of the Vice-Chancellor Rule

Section 1 - Overview

(1) This Rule sets out the functions of the Vice-Chancellor and the authority delegated to the Vice-Chancellor in accordance with Section 17 of the University of New England Act, 1993 (NSW).

Section 2 - Scope

(2) This Rule is made by the Council of the University of New England and applies to the office of the Vice-Chancellor of the University.

Section 3 - Policy

(3) The Vice-Chancellor is the Chief Executive Officer of the University and is responsible to the Council for the leadership, management and development of the University and the realisation of its stated mission.

(4) Under the Council and subject to the Act, the By-law and these rules and to any other rules made by and resolutions of the Council, the Vice-Chancellor:

  1. is the chief executive officer responsible for the management and operations of the University, subject to the matters over which authority has been retained by Council; (b) is responsible for directing institutional planning and development and for the implementation of University policy with respect to academic and other relevant matters, and for formulating the University's annual budget; and
  2. is responsible for monitoring and evaluating the performance of the University and its constituent parts in relation to its academic, financial and organisational goals and policies.
  3. The Vice-Chancel or, in exercising the duties and powers and fulfilling the obligations of the position, has such authority as may be necessary or convenient to give effect to the provisions of the Act, these rules and any other rules made by and resolutions of the Council.

(5) The Vice-Chancellor is, ex-officio, a member of every faculty, school and committee of the University and any like body within the University and, except in the cases of the Finance Committee and the Audit and Compliance Committee, may preside at any meeting of such faculty, school, committee or body.

(6) The Vice-Chancellor may appoint members of the Senior Executive including Provost and Deputy Vice-Chancellor's and Pro Vice-Chancellor's, subject to the authority retained by Council over staffing matters. These officers shall have the functions delegated to them from time to time by the Vice-Chancellor.

(7) Nothing in these rules affects the precedence or authority of the Chancellor or Deputy Chancellor.
